Abstract

Poor people depend more than the wealthy on a good public infrastructure. But in general, they have no say in the allocation of public funds. Participatory budgeting potentially involves all citizens in investment decisions, so in theory, the poor should benefit. Sadly, this is not the case in Peru’s water and sanitation sector.
