Abstract

The implementation of the Laka Laka project consisted of the construction of the Laka Laka dam and related infrastructure, and the erection of a number of regulations regarding the use and administration of the water from the Laka Laka dam. During this implementation phase it was established that the a part of the water (270,000 m³) from the dam was to be destined for domestic use for the town of Tarata and to be administrated by the Servicio de Agua Potable y Alcantarillado Tarata (SEAPATarata). The rest of the water was to be destined for the Abanico and Cabecera for irrigation, and this water was to be administrated by the Asociació n de Regantes del Complejo Múltiple Laka Laka (ARCMLL). However, the implementation of the Laka Laka water system did not go without problems. At first, the project only focused on the drinking water component for the
town of Tarata, and the Regantes of the Abanico were not included in the project, whereas they were the traditional users of the water from the Río Calicanto. Only after negotiations were the Regantes included in the project, thereby making it a multipurpose
project. [authors abstract]
