Abstract

In 2011, Triple-S undertook a review of policy documents from 11 major WASH donors and NGOs using Qualitative Document Analysis (QDA), a method of assessing documents in a rigorous and reliable manner through identifying the presence or absence of particular themes or issues. Results from the first round of analysis, which focused on the pre-Triple-S period of 2008/2009, indicate the relative stress placed on 21 themes covering institutional, management, financial and technical aspects of establishing sustainable service delivery. Comparing these results with the subsequent review of implementation documents , conducted in 2012, also reveals some sense of the gaps between policy and practice.
