Abstract

This case study presents eight lessons learned from the Global Sanitation Fund (GSF) supported Uganda Sanitation Fund (USF) in coordinating, planning, and implementing Community-Led Total Sanitation (CLTS) at scale through a decentralised government system.

The eight lessons are:

  • ensure national ownership is at the centre
  • maximise existing local government structures
  • balance local management with central support
  • go beyond training workshops
  • change attitudes to ensure communities take the lead
  • encourage a strong focus on results
  • trigger local political support
  • strategically partner with civil society

The USF, which began in 2011, is implemented by District Local Governments under the overall management of the Ministry of Health.
