Abstract | Take a systems approach to capacity building involving government, communities, the private sector, CSOs, educational institutes and women. In this position paper, capacity gaps for water, sanitation and hygiene (WASH) services in Ethiopia for communities, the private sector, government and civil society are identified and analysed. This is followed by selected examples of government capacity building priorities from the One WASH National Program (OWNP) and suggested priorities for capacity building of communities, the private sector and educational institutions. The Millennium Water Alliance (MWA) applies a "systems approach" to capacity development to ensure improved long-term sustainability and progress, with a focus on the strengthening monitoring systems, the use of life cycle costing and improving water quality. The paper concludes with 9 recommendations to strengthen capacity in Ethiopia's WASH sector. This is the fifth position paper in a series of five produced through the 2017-2019 Millennium Water Alliance Bridge Program in Ethiopia. It is made possible through support from the Conrad N.
