In February 2019, the Kabarole master plan for delivering universal access to water, sanitation and hygiene (WASH) services was launched. This plan has catapulted the district into the limelight as a model for achieving Sustainable Development Goal (SDG) 6 in the country. In the article in the The New Vision, Kabarole district chairperson Hon. Richard Rwabuhinga is quoted as saying that collaborating with IRC has given the district the push to achieve their vision. Thanks to the plan, the existing situation and the financing gap are known. "Around USD 24 million is needed to provide quality water services and USD 48 million for sanitation for everyone in the district", says Jane Nabunnya Mulumba, country director of IRC Uganda. Currently, access to water services stands at 58% in Kabarole, reliability of water supply is low at 45% and 60% of latrines are poorly constructed. 

"We need the right infrastructure, robust institutions and implementable laws," Rwabuhinga said. He added that effective planning, learning, financing and monitoring are also critical. Kabarole is not yet there, but has tremendous experiences to share with other districts that are still grappling with how to make progress to achieve access to water and sanitation by 2030.
