There is powerful political leadership. The Government of Ghana recognises systems strengthening as the pre-condition to sustainable WASH service delivery. Systems thinking is incorporated in the national development agenda, the national development policy framework, WASH sector policies, and is being applied to the reform rural water supply.
Processes to track sector progress are weak. Regulation of rural water, sanitation and hygiene services remains a challenge. And so is the capacity to mobilise resources. Addressing these gaps requires robust partnership management and utilizing data to make informed decisions.
IRC in Ghana is valued by the national government and local authorities. IRC's district-based support to its partner district Asutifi North is assisting in the implementation of the District WASH master plan and is serving as a model for the national government to be replicated in other districts.
